WIP: QEE s28r1 corrections

Matthieu Marinangeli requested to merge mm_QEE_s28r1_corrections into Stripping-s28

Corrections to the Line Condig to tune the rate for s28r1.

Still waiting for @jwilliam and @philten new exotica module (as well for 2017 s29r2), maybe it will go in s28r1p1.
