add Exotica module for s29r2 LineConfig for QEE

Add Exotica module, FYI @philten @jwilliam

Add s29r2 Line Config for QEE. The HltQEE Jets and LFV lines have a high retention rates but after discussions with the WG there will be a "physics harm" if we try to reduce those rates.

Waiting to tune the DisplDiELine rate.
