Add exotica module and Corrections for s28r1 for QEE

Add Exotica module, FYI @philten @jwilliam

Add corrections to tune the rate of other lines for s28r1. The HltQEE Jets and LFV lines have a high retention rates but after discussions with the WG there will be a "physics harm" if we try to reduce those rates.
