adding StrippingDisplJets line

Carlos Vazquez Sierra requested to merge Carlos_DisplJetsLine into 2018-patches

Needs Phys!329 (merged) to work, running the tests right now to get the rates. In any case the prescale has to be tuned with 2018 Hlt2-filtered data and the Hlt decision added as well.

Settings need to be generated and selection need to be added to init inside StripingQEE (@mmarinan).
