Update StrippingConf to allow AcceptBadEvents to accept a dict

Carlos Vazquez Sierra requested to merge modStrippingConf into 2018-patches

Needed for Stripping35 (see https://its.cern.ch/jira/browse/LBOPG-98). Example on how to run this in Phys/StrippingSelections/tests/coordinators/retentions/TestFromSettings_all.py.
