Work on "Work on UTEmu CondDB updating algorithm"

Work on CondDB update algorithm:

1. New scripts to init and updating of XML files (UTEmuCondDBInit.py)
2. New scripts for reading pedestals and noise values (UTEmuCondDBUpd....) Changing name scheme of files Small changes in python option files New script with input data location
