Install libxcrypt-compat.x86_64 on el9
As discussed with Joaquim Santos: the new oneAPI 2023 installation on cvmfs fails on lxplus9 (alma9) because one rpm is missing

On a private VM I had the same issue and I was able to fix it by installing libxcrypt-compat.x86_64
. I will install this in heposlibs.
