This fix ensures that barcode shifts for the MuonTruthDecorationAlg, MuonTruthAssociationAlg, and MuonSegmentTruthAssociationAlg are correctly set in the configuration.
This resolves some of the muon issues reported in the validation of the MC18 truth strategy (see ATLPHYSVAL-553 for more details), owing to that strategy using different barcode shifts.
It also helps to address longstanding problems with muon truth matching not being barcode-independent (see ATLASRECTS-2962 for more details).
Tier0 test results are available at /afs/cern.ch/work/w/wleight/public/MuonSW/ATLASRECTS-2962/: no differences are observed, as expected.
The Tier0 test does claim a new memory leak in q431 AODtoTAG, but as there was a problem with the script during this part of it, and these changes don't affect AODtoTAG, I'm inclined not to believe in it.

Needed at least two changes: first, update the track generator job
options to set up the generator right away and not wait around.  Second,
update the transform to ignore the old input file name (only EVNT_TR is
now supported at the top level) and to do the right thing in the case of
stopped particle simulation (don't apply cavern background cuts).

Replaced the older FTK data sample with an empty container on the grid with a
new dataset where the container is not empty - these files have been copied to
eos where the RTT can find them. The dataset used in the RTT and in the ART
framework for this job should now be consistent

Added the new FTK dataset to the list of available datasets for the RTT
execution. This way we have the new dataset recorded so that rebuilding
the ART scripts will still be able to use the new dataset while the RTT

Stopped particle action is a stepping action, which needed a bit of
clean up in the user action config.  The cosmic filter config, which is
used for these jobs, also needed to be tweaked to not assume that the
job is for cosmics.  The preInclude for stopped particles needed an
update for the new name for the output file.
