As suggested on ATLPHYSVAL-619, the MuonCandidateTool will now retrieve the beam spot position from the BeamCondSvc, rather than the EventInfo.

The bug is such that only the first muon in the event is considered. The fix
allows all muons to be considered.
The bug fix is off by default, thus preserving frozen Tier0.

This is the standard reference for truth flavour info in b-tagging
studies, but had not been included in the heavy-ion jet reconstruction,
which is performed separately from that of other jet collections.

- moving eta-phi correction to cvmfs area
- adding a flag to explicitly enable/disable the correction
- disable the correction for HIP mode (pp and pPb)
- no changes in jet performance reconstruction

Files with identical content (same SHA1) but different file permissions
cause confusing differences shown in GitLab. The file permissions of
68 files were set to 644 (ATLINFR-2011).
