Identifying upgraded/legacy feds

There are 2 ways to distinguish upgraded fed from legacy one:
- type of FRL (SLINK --> legacy; SLINKEXPRESS6G, -10G, FEROL40_6G, -10G --> upgraded ), this method would not work for ECAL feds (see FED 610 that has SLINKEXPRESS even though its legacy)
- type of FMM (FMM --> legacy; PI, AMC13--> upgraded)
Here are the results for this 2 approaches for assigning FEDS (snapshot Wed May 30 15:38:28 CEST 2018)
