`ATLAS_USE_CPPCHECK` was set in CxxUtils to `ON` but this should not be
done for projects where we do not have cppcheck available. Move the
setting to `Athena` and ensure it is propagated to downstream (i.e.
`WorkDir`) projects.

Closes ATLINFR-5672.

GdbUtils: New package.

gdb helper code, previously maintained in a separate tree.

By default cmake adds all the (non-system) include paths to the `cppcheck`
command line, which causes very long processing time for some of our
packages. Add the `cppcheck_atlas` wrapper to remove all those `-I`
command line arguments except for the package itself.

Uses this wrapper in the Athena and WorkDir project to launch cppcheck.
