JetTileCorrection: update module phi in conf files

Hello,

This MR updates the average phi of dead tile modules in the Run2 and Run3 config files (documentation only). Previous values were shifted by 1 module (e.g. LBA10 corresponds to module number 09 in JetTileCorrectionTool).
