Component accumulator in DAODs - part 3e: low pT di taus and tau WP decorations

This MR brings the low pT di-tau augmentations and the tau WP decorations into the component accumulator version of the common DAOD content, used in PHYS/PHYSLITE and other formats besides. This has largely entailed introducing new config fragments for the various tools. PHYS is also adjusted to include thinning of the low pT di-taus. With these changes, the prototype CA-based PHYS is complete.

Note that since these changes only apply to the CA-based derivation framework, this MR has no impact on ongoing production.
