Add shell script for TV materials scan.

Add shell script for TV materials scan. Cloning and building Detector project, then running material scan with geoPlugin. Tested locally.

1. Currently can toggle the option to use three preset branches and directories for either u1 (run3 master), u2 or u2sh (scenario H) respectively.
2. Running both eta-phi scan with rad_scan_etaphi_velo, and x-y scan with rad_scan.

Todo (but not prevent from merging):

1. Find some way to read the stack information in job schedule to select branches and geometry versions automatically?
