Fix IP affinity test

The test passed but is not actually testing peer synchronization of stick-tables... The peers section remains empty (probably because the serviceaccount lacks permission to list all services)

• grant the serviceaccount appropriate permissions (and document)
• find a test that really fails when stick-tables are not synchronized (try to change the route loadbalancing annotations?)
