IdDict: Dependency fix.

IdDictParser depends on IdDict, so we don't want to have IdDict depending
in IdDictParser.
Accordingly, move IdDictMgr_test to IdDictParser.

Identifier: Change Identifier bit_defs enum to individual constants.

Identifier: Change Identifier bit_defs enum to individual constants.

One should no longer use enum just to define random integer constants.
Remove the Identifier::bit_defs enum and just define its contained constants
individually.

But the real motivation for this is the observation that enum values too large
to be represented as an int64_t can trigger an assertion failure in cling
as of root 6.34.02.
