The comparator reads in Test vectors abnd expectation values written out by a TestBench,
and a Ports object writen out by the eEmSortSelectCount AlgTool, and compares the two.

The expectations values, found by running the hardware sim, should be available soon.

TrkEventTPCnv: Avoid undefined pointer conversions.

SaggedLineSurface was replaced by StraightLineSurface.  Detector elements
that used to use SaggedLineSurface now return StraightLineSurface.
As a result, we need to special-case the converters for SaggedLineSurface
in order to avoid undefined pointer casts.

Hello,

This MR is removing an unused option in the HLT tau precision hypo tool, which has always been true since it was introduced in 2017.
I also changed some negative logic with positive logic in `if` statements, for simplicity.
