Fix compilation errors in EFTrackingXrtAlgorithm:

- Fix explicit constructor errors by properly initialising ReadHandleKey and WriteHandleKey objects
- Move VSize struct out of anonymous namespace to resolve internal linkage warning
- Use direct initialisation instead of brace initialisation for these objects with explicit constructors
