Integrate Tadej's comments into EventSelectionAlgs

Matthew Kenneth Maroun requested to merge mmaroun/ravina-fork:cpalgorithms_eventselection into cpalgorithms_eventselection

This MR changes the algs used in EventSelectionAlgs to avoid the use of ConstDataVectors, thwarting an Athena compilation issue. It also includes documentation in the header files of the algs.
