Update default-config.json

Renato Quagliani requested to merge rquaglia-update_lbenvpath_default into master

New features:

  • Change LbEnv used to 3254 , which comes with a more recent cmake.

Fixes:

  • unclear what else can fix, but it will load new cmake versions allowing for successful compilation of GaussinoExtLibs if the stack is used to compile sim11-run5 branches and LCG_105c.
