randGauss with fcs rand engine, replace hardcoded numbers with const vars, use impact cell info except eta/phi configuration, find eta/phi index with LArEM_ID

Files with identical content (same SHA1) but different file permissions
cause confusing differences shown in GitLab. The file permissions of
68 files were set to 644 (ATLINFR-2011).

Fixed the bug addressed in Jira ticket FTKSIM-94 (https://its.cern.ch/jira/browse/FTKSIM-94). Fixed other firmware-like code compatibility issues in FTKSIM. Added comments on some lines. Also changed some print statements to FTKSetup::PrintMessage.
