Comma Gap Cleaner fix + sm_link=ST_LINK_UP

Adding fix in comma gap cleaner module to take into account problematic patterns before the start of the comma gap, as described in #52 (closed). In addition, sm_link in the gtwizard top is changed to ST_LINK_UP (=1) to avoid a periodic trigger of anomalous resets by rx/tx reset fsm (issue described in #50 (closed))
