SPI-2276 Add Contur to LCG stack

Add contur-2.4.0 into LCG stack. Contur is a procedure and toolkit designed to probe theories Beyond the Standard Model using measurements at particle colliders. It pulls new dependency to LCG stack:

  • configobj-5.0.6 - Config file reading, writing and validation.
  • pyslha-3.2.6 - Parsing, manipulating, and visualising SUSY Les Houches Accord data
