Add new hdf5_mpi package which is hdf5 but built with MPI support (openmpi)

We are adding a new hdf5_mpi package, which is essentially the HDF5 built with MPI support (openmpi). This addition should not cause any issues, as only one package, pepper_kokkos, will depend on it.
