SPI-2590: LCG_104d_ATLAS_21/22

This merge request is described in SPI-2590 and introduces two new layers for ATLAS:

• LCG_104d_ATLAS_21 and LCG_104d_ATLAS_22.

The updates include the following updates:

• geneva: now includes Python bindings.
• pepper_kokkos built against hdf5_mpi
• superchic updated to 5.2
• madgraph5amc: includes an additional patch provided by ATLAS.
• contur-3.0.beta included for the HepMC3 layer (compatible only with Rivet 4.0.0.)
• njet updated to 2.1.1 from 2.0.0 (not used by ATLAS)
