SPI-2684 Add bear-3.1.5 to nightlies

This Merge Request includes the following updates:

  • Added Bear Recipe: Introduces the build recipe for Bear.
  • Updates the protobuf pkg-config file to correctly specify the debug library (libprotobufd.a instead of libprotobuf.a) in debug builds.
  • Adds version 3.1.5 of Bear to the nightly builds.
