SPI-2681: nlox-1.2.2.atlas5 to devs

  • Updates nlox to version 1.2.2.atlas5 (previously 1.2.2.atlas2).
  • Applies a patch to the nlox-1.2.2.atlas5 download process to retrieve libraries from the LCG mirror.
