extract_LCG_summary.py: implement different way to deduce compiler name from platform name keeping backward compatibility and working also for gcc10fp

Prevent appearence of "gccfp" compiler name in LCG_externals_x86_64-centos7-gcc10fp-opt.txt which is used later to select compiler in LCG views.
