Upgrade cuda stack and add ubuntu20 to it

  • Upgraded cuda stack:

    • cuda 11.2
    • cudnn 8.1.1.33
    • TensorRT 7.2.3.4 ...

  • Upgraded tensorflow to 2.3 to 2.5 in the general stack

  • Added support for ubuntu20 (including the removal of cache and alternatives cc and c++

  • Use CMake version 3.18.3 (allow to use CUDA_STANDARD 17)

  • Closes SPI-1922
