Move si570 to basil?

The si570 class is basically a generic basil HardwareLayer. Even though this chip is (to my knowledge) not jet used in any other applications, it might well be in the future. The only thing bdaq-specifig in this definition is the logger, which can easily be changed to the basil logger. Should we move this class?
