Add tune tot script #219

This adds a script in order to tune TOT to a specified target value. In order to make it fast the online_analysis is used.

Can we have a test for this?

Test is added for the analysis (same as for an analog scan). I think it would be also good to add an additional test for the online analysis (which is here the crucial point to test), but I dont know if I used it properly (I simply added to new functions to the online analysis, maybe this can be done nicer). @dphol Can you have a look?
