Use configured hole search in TRT, SCT, SCT hit efficiency and Pixel monitoring
disable hole search tool if unused, and abort if hole search is enabled, but
the hole search tool is not correctly configured.

Follow convention to return an ComponentAccumulator rather than just a InDetPRDtoTrackMapToolGangedPixels.

Use correct TRT_LayerBinning in the TrackingGeometryCondAlg for cosmics when using the new configuration.

This allows to use the configuration of the TrackingGeometryCondAlg of the old
and Run3 style configuration in the same job.

This allows to use the builders of the TrackingGeometry conditions algorithm
and service in the same job.

This support is added for the InDetExtrapolator and the AtlasExtrapolator.
