Change CVMFS access way due to OKD PaaS changes

Within this PR as per https://paas.docs.cern.ch/3._Storage/cvmfs/ & email from OKD team, we are changing how TrigCost accesses CVMFS - earlier there were needs to have multiple volume mounts per CVMFS access (ie. one for atlas, one for atlas-nightly etc.). As of now only one CVMFS mount is needed. Necessary changes are added to IaC, so we can propagate it easily thruout our application.
