Draft: change the method to select phi candidate in SSC

TGC SL can select at most 2 Phi candidates in each sub-sector cluster (SSC), and pick up higher-pT one in the end. SSC consists of 8 RoIs (RxPhi=2x4). In Run2, we further separated it into 2 sub-SSCs with RxPhi=(2x2), and selected 1 Phi candidate in each of them. In Run3, we can select 2 Phi hits in 4 candidates directly. The offline software is updated accordingly.
