Adding temporary workaround for VCS-990 as it may take a while until fixed

This addition takes care of checking if a manifest exists for a given project, and remove the image if no manifest exists.

It works for gitlab-registry(-dev).cern.ch and other registries except dockerhub, and will also delete existing images if its project was renamed (if renamed, the old manifest will not exist).
