Package TrigHLTJetHypo - start work need for the HI run.

These changes include supplying functionality to veto on HT.

Add some fallback chains for the HI tier0 monitoring

Many of the standard monitoring chains do not appear to be present in the
HI menu, so this adds a fallback, that if no chains are matched from the
mongroup it tries some more generic pattern from the full menu

DataQualityConfigurations: Updated Tile HI configuration to mask known issues
