Muon Trigger Monitoring: update L1 muon threshold axis range

Since we have 15 possible L1 muon thresholds for Run 3 instead of 6, updating the axis range for the histogram that monitors the threshold number.

Changing the <mu> range for the histograms if running with Run 4 geometry to better cover the intended <mu>.
Updating all the checks of if a chain is passed to use TrigDefs::requireDecision so that we don't explicitly check that the L1 item in the chain is passed - currently we're running the L0 truth emulation to seed the chains and bypassing the CTP decision, so this makes the monitoring consistent (ATR-30981).
