Phi uniformity correction for calorimeter distortion

Jean-Baptiste De Vivie De Regie requested to merge 21.2_EGammaCalibPhiUnif into LayerCorrection_21.2

This is supposed to implement the correction discussed here https://its.cern.ch/jira/browse/ATLASEG-246 using the histograms for the time being.

Although the correction is parameterized as a function of track (eta,phi), it is here implemented as a function of cluster (eta,phi). I hope the impact of this is small, maybe @linghua and / or @cwells can do a quick check ?
