[WIP] ILDProductionChainOpt2017.py : Add setProdPlugin for sim, rec, and rec_ov

Add setProdPlugin for sim, rec, and rec_ov in order to limit nbOfTasks. As a default, 10 jobs for Sim, no limit for rec and rec_ov.
