ILCDIRAC-413: Fix for ILDConfig and Mokka DB Slice from CVMFS
The ILDConfig installation have the sql DB Slice in a subfolder and not in the basefolder as is the case for the TarBall Need to check if ILDConfig is coming from CVMFS or not
