Restrict T3_US_VC3_NotreDame to local_users group only

Kenyi Paolo Hurtado Anampa requested to merge khurtado/cmsgwms-frontend-configurations:patch-3 into fnal

Remove T3_US_VC3_NotreDame from "main" and "main-gpu" group, so just users falling in the "local_users" group are allowed to submit to this factory entry. Also, disable overflow for this site.
