Fix CI/CD pipeline

This MR fixes the CI/CD-pipeline after the decommissioning of the docker-tagged default shared runners (OTG0078219). As the new default runners, based on Kubernetes+executor, do not have jq installed, this MR changes to a custom image for the deploy-step for the time being.
