CI: Activate custom docker image with ubuntu 23.10 and geant4 11.2

With this MR the CI of GeoModel is switching to a custom docker image that is built in this repo and contains at the moment ubuntu 23.10 and geant4 11.2 - Now in GeoModel we don't build 3 docker images, but just one the "full" image that builds all the tools on top of the base image provided.
