Move throwExcept macro into the Kernel

Throw exception macro is now part of GeoModelKernel. Compilation of GeoModelATLAS is fixed in https://gitlab.cern.ch/atlas/geomodelatlas/GeoModelATLAS/-/merge_requests/162
