Add Docker integration

Hi @rbianchi, @nkoehler, @dellacqu,

I had the idea of adding a dedicated docker-image-builder step to the already sophisticated pipeline. Users which are only interested in the GeoModel package and do not want to perform any developments can simply download the latest version of the image instead of following the lengthy sequence of installation steps.
