Specify meaning of dimensions in histograms with lepton scale factors

Specify in the master configuration which dimensions of the histograms with lepton scale factors correspond to p_T and η (or |η|). This fixes a bug in the application of muon scale factors in 2018, where dimensions of the histograms with the scale factors were different from what was expected by LeptonWeight.
