Latest JER configuration
Update external code in src/JERC that deals with JER factors to a recent version from CMSSW. This adds the ability to access individual components of JER uncertainties, which, however, is not exposed to the analysis framework. Provide jet pT when retrieving JER factors. In 2018 the scale factors do depend on pT.
