Bug fix in cutoff frequency

Nicolas Mounet requested to merge bugfix_using_global_cutoff_for_pumping_holes into master

The pumping holes cutoff was hard-coded at 50 GHz and could not be changed when initializing an LHCModel instance. Now the global cutoff frequency is also used for the beam screens.
