First deploy then test notebook

Aleksandra Mnich requested to merge gitlab_ci_notebooks_change into dev

Since the notebook testing is fragile (random failures etc), notebook_exec stage takes ~2.5h and we are deleting the branch's venv after merge, I changed the order of stages in the pipeline.
