[SIGMON-417] LHC_QH_States available to the MP3

SIGMON-417_qh_states into dev

Zinur would like the LHC_QH_States to be available for all MP3.
(pipeline failed on few notebooks but this is not related and have been fixed on dev already)

What was done:

  • LHC_QH_States.ipynb added to qh
  • LHC_QH_States.ipynb made 'testable' (with start_time, end_time and circuits parameters)
  • references generated for LHC_QH_States.ipynb
